My neighbor Mariam handed me a paper plate of hot Beef Sambusa last spring, and I ate two of them standing in the hallway before I even got my door unlocked. That crunch. That warm, spiced beef inside. I asked her for the recipe right there, and she laughed and told me to come fold them with her the next afternoon instead.

So I did. And I have been making these in my little Manhattan kitchen ever since.

Beef Sambusa are fried pastries filled with ground beef, onion, jalapeño, garlic, and warm spices like cumin, coriander, and paprika. The wrappers come from a package, so there is no dough to roll out. Prep takes 20 minutes, frying takes 20, and you end up with 36 of them.

Alex ate seven the first night I made them on my own. Seven! Donald counted, because he counts everything.

If you like these flavors but want something quicker on a Tuesday night, my egg roll in a bowl uses the same idea with none of the folding.

Ingredients You Need For Beef Sambusa

Everything here comes from a regular grocery run. Nothing fancy, nothing hard to find.

For the filling:

  • 1 pound ground beef or lamb
  • 1 small onion, chopped
  • 1 jalapeño, chopped
  • 2 cloves garlic, minced
  • 1 teaspoon each cumin powder, coriander powder, paprika, and salt
  • ¼ teaspoon each turmeric, 7 spice or allspice, and black pepper
  • ½ cup chopped cilantro
  • ½ cup chopped parsley
  • ¼ cup chopped dill, optional

For assembling:

  • 1 package (12 to 16 ounces) spring roll wrappers
  • 1 quart oil for frying, or as needed
  • ¼ cup all purpose flour mixed with ¼ cup water

The creamy sahawiq:

  • 2 roma tomatoes, roughly chopped
  • ½ jalapeño
  • ½ clove garlic
  • 3 or 4 sprigs cilantro
  • 1 tablespoon cream cheese
  • Salt and pepper, to taste

A note on swaps. Ground lamb tastes richer and more traditional, though beef is what I buy most weeks. Skip the dill if you are not a dill person, but keep the cilantro and parsley. They matter more than you think.

Description

Beef Sambusa are crispy fried pastries filled with spiced ground beef, onion, jalapeño, garlic and fresh herbs. Store bought spring roll wrappers mean no dough to roll out, so you get 36 golden pastries in 40 minutes. My neighbor Mariam taught me to fold these and I have been making them ever since.


Ingredients

  • 1 pound ground beef or lamb

Instructions

  1. Heat a large heavy pan over medium high heat. Add the beef and onion, then cook for 4 to 5 minutes, breaking up the meat until it browns a little.
  2. Stir in the jalapeño, garlic, cumin, coriander, paprika, salt, turmeric, 7 spice and black pepper. Cook another 3 to 4 minutes so the spices wake up.
  3. Turn off the heat and mix in the cilantro, parsley and dill.
  4. Let the filling cool for at least 20 minutes. Warm filling steams the wrappers from the inside and they tear when you fold.
  5. Whisk ¼ cup flour with ¼ cup water in a small bowl until it looks like thin glue. This paste seals every sambusa shut.
  6. For egg roll style rolls, lay one wrapper on the counter like a diamond and spoon ¼ cup of filling onto the bottom third. Fold the bottom corner up over the filling and tuck it underneath, then roll toward the center, folding both sides in as you go. Brush the last flap with the flour paste and press to close.
  7. For Yemeni style triangles, cut the wrappers into 3 long rows and peel them apart in twos so every strip has two layers. Spoon about a tablespoon of filling onto the end of a strip in a triangle shape, then fold corner to corner down the whole strip. Brush the last flap with paste and press it closed.
  8. Heat about 2 inches of oil in a deep pan to 350°F. Fry in a single layer for 6 to 7 minutes, until deep golden. Do not crowd the pan or the oil temperature drops and everything turns greasy.
  9. Move them to a plate lined with paper towels, then to a wire rack so the bottoms stay crispy.
  10. Add the tomatoes, jalapeño, garlic, cilantro and cream cheese to a small blender. Blend until smooth, season with salt and pepper, and serve alongside while everything is hot.

Notes

  • Cool the filling completely before folding. Warm filling tears the wrappers every time.
  • Do not overfill. A tablespoon is plenty for the triangles or the seams split open in the oil.
  • Cooled leftovers keep in an airtight container in the fridge for 3 days.
  • Reheat in a 375°F oven or air fryer for 5 to 6 minutes. Skip the microwave, it turns them soft.
  • Freeze uncooked sambusa flat on a tray until firm, then bag for up to 3 months. Fry straight from frozen and add 2 extra minutes.
  • Swap the beef for ground chicken or turkey, or add ½ cup cooked lentils to stretch the filling.
  • To bake instead of fry, brush with oil and bake at 400°F for 15 to 18 minutes.

How To Make Beef Sambusa Step By Step

Cook The Beef Filling

Heat a large heavy pan over medium high heat. Add the beef and onion, then cook for 4 to 5 minutes, breaking up the meat until it browns a little.

Stir in the jalapeño, garlic, and all the spices. Cook another 3 to 4 minutes so the spices wake up.

Turn off the heat and mix in the cilantro, parsley, and dill.

Now the part I always rush and always regret. Let the filling cool for at least 20 minutes. Warm filling steams the wrappers from the inside and they tear when you fold. I learned that the messy way.

Make The Sealing Paste

Whisk ¼ cup flour with ¼ cup water in a small bowl until it looks like thin glue.

This paste seals every Beef Sambusa shut. Skip it and your filling ends up floating in the oil.

Fold The Egg Roll Style Rolls

Lay one wrapper on the counter like a diamond. Spoon ¼ cup of filling onto the bottom third.

Fold the bottom corner up over the filling and tuck it underneath. Roll toward the center, folding both sides in as you go, and keep it tight.

Brush the last flap with the flour paste and press to close.

Fold The Yemeni Style Triangles

Cut the wrappers into 3 long rows. Peel them apart in twos so every strip has two layers.

Spoon about a tablespoon of filling onto the end of a strip in a triangle shape. Fold the strip over on itself, corner to corner, keeping the filling snug inside.

Keep folding down the whole strip. Brush the last flap with paste and press it closed.

Which shape is better? Honestly, the triangles look prettier and the rolls hold more filling. I usually make both.

Fry Until Golden

Heat about 2 inches of oil in a deep pan to 350°F. A thermometer helps here, and cheap ones work fine.

Fry in a single layer for 6 to 7 minutes, until deep golden. Do not crowd the pan or the oil temperature drops and everything turns greasy.

Move them to a plate lined with paper towels.

Blend The Creamy Sahawiq

Add the tomatoes, jalapeño, garlic, cilantro, and cream cheese to a small blender. Blend until smooth, then season with salt and pepper.

Serve it alongside while everything is hot. My tzatziki sauce works beautifully too when I want something cooler for the kids.

Storage And Reheating Tips

Cooled leftovers keep in an airtight container in the fridge for 3 days.

Reheat them in a 375°F oven or air fryer for 5 to 6 minutes. They crisp right back up. Please do not use the microwave. You get a soft, sad pastry and nobody wants that.

Uncooked ones freeze even better. Lay them on a tray, freeze until firm, then move them to a freezer bag for up to 3 months. Fry straight from frozen and add 2 extra minutes.

Cooked ones can freeze too, though the wrapper loses a little of its crunch. The spices actually taste stronger the next day, which surprised me the first time.

Fun Variations To Try With Beef Sambusa

  • Swap the beef for ground chicken or turkey with an extra pinch of salt.
  • Add ½ cup cooked lentils or peas to stretch the filling further.
  • Mix in a handful of shredded mozzarella for a gooey middle. Sarah requests this every time.
  • Bake at 400°F for 15 to 18 minutes, brushed with oil, if you would rather skip frying.
  • Season the beef with my homemade taco seasoning for a completely different night.

Want to know my biggest mistake? I overfilled them for months. Too much filling means the seams split open in the oil. A tablespoon really is enough for the triangles.

What Dipping Sauce Goes Best With Beef Sambusa?

Creamy sahawiq is the classic pick and it takes 2 minutes in a blender. Plain yogurt with lemon, garlic sauce, or sweet chili all work. Donald dips his in hot sauce and calls it dinner.
